USPS looking to offer mailing discount for QR codes on or in mailpieces.

The USPS filed for Postal Regulatory Commission approval to offer a 3% discount for any First class mail presort letter or flats and standard mail commercial letters or flats which have a QR code (2-dimensional barcode) on or inside each mailpiece (nonproft mail does not qualify). This discount program if accepted would be in effect from July 1st to August 31st 2011.

Postal Service Relaxes Upcoming Requirements for Automation Prices

Recognizingongoing concerns about mailers’ readiness for broader adoption of theIntelligent Mail barcode (IMb®), the USPS® has decided that automationdiscounts for mail with POSTNET barcodes will continue to be offered beyond May2011.

Today’sannouncement, made following consultation with key industry leaders, means thatmailers also may continue to use the POSTNET barcode for reply mail (such asBusiness Reply Mail (BRM), QBRM and Permit Reply Mail) and PLANET Code® forConfirm® Service.

Therelaxing of requirements beyond the planned May POSTNET retirement timeframeallows for an easier transition to the full use of the IMb while continuing toreceive automation discounts.

Proposed Changes for Letter Size Folded Self Mailers

The USPS has released proposed changes for Tabbing/Glue Standards for Letter Sized Folded Self Mailers. Keep in mind that these are proposed changes so they could be updated before they are made final. You can review the proposed changes in the PDF below which is divided into 10 different categories of folded self mailers.

Proposed Folded Self-Mailer Categories

The main change from the current rules to the new proposed rules is the requirement for all mailing tabs/wafer seals are to be NON-PERFORATED. In addition, if you are applying tabs to folded self mailers, at first glance there are a minimum requirement of 2 tabs required on the more popular designs with up to 3 required depending on the mail piece weight. Also depending on the mail piece weight the proposed rules have different tabs size requirements ranging from 1", 1.5" and even 2" tabs.

We also have a FAQ answered from the USPS as to when these new proposed changes would go into affect:

Q. Whatis the status of the folded self-mailer study and proposed mailing standardchanges?

A. In an effort to align mailpiece designs that have emerged in themarketplace with automation capabilities, USPS, working with MTAC, PCCs and theBSN, initiated a study on folded self-mailers. Building on knowledge fromearlier studies, mailers once again had the opportunity to submit additionaltest material as part of the self-mailer study. Analysis of the data collectedduring the testing phase has concluded and the internal vetting process hasbegun.

To sharelearnings, USPS will conduct a webinar to discuss the results and designspecifications with customers, mail service providers, printers, preparers andother members who participated in the study. The broad industry participantswill receive advance information of proposed changes and will have anopportunity to provide feedback on how those changes may affect themarketplace. To further the collaboration process, USPS will consider concernsexpressed during the webinar as we prepare the proposed mailing standards forpublication in the Federal Register. We recognize planning is part of everysuccessful mailing campaign, so it is our intent to provide sufficientlead-time for adjusting to any changes proposed to mailing standards.

Weanticipate a proposed Federal Register will be published by the end of thiscalendar year; with any new standards implemented in mid-to late 2011. Look foradditional information on folded self-mailers in the coming months.

At that time, the POSTNET™ barcode will no longerqualify for automation prices. To help mailers transition to using the IMb, thePostal Service is conducting webinars entitled “Migrating to the IMb.” Thesewebinars will be held between November 22, 2010, and May 3, 2011.

Full-Service eDocVerification Using MicroStrategy Webinars: will be held on Thursdays beginning November 18 through December 16(excluding November 25) from 2 p.m. to 4 p.m. EST. These webinars are tailoredto provide mailers details on the eDoc Verification process and enhancements tothe MicroStrategy Mail Data Quality reports to support the new eDoc evaluationprocess.

Upcoming DMM Change: Attachments on Letter-size Mail

From the November 10th DMM Advisory

An upcoming change in the December 6 update of the Domestic Mail Manual will allow attachments on letter-size mail when postage is paid at automation letter prices. The revision, which will be published shortly, provides the physical characteristics and preparation methods for perforated pockets with edges that are permanently affixed to a letter-size mailpiece. In short, a pocket is formed within a two-ply unit and sales offers, coupons, and similar printed advertising may be placed within or underneath the pocket. The perforated panel must be lifted to reveal the material inside.

Perforated pockets may be applied to Standard Mail and Periodicals letter-sized mail and cannot contain personal information. Note that perforated pockets are not considered sealed against postal inspection.

New Incentive Programs and Other Changes for Domestic Mailing Services

Two advance-copy Federal Register notices were posted today on the Postal Explorer® website at pe.usps.com. We encourage you to check them out for complete details.

New Incentive Programs and Other Changes for Domestic Mailing Services — this final rule incorporates standards for two new Mailing Services incentive programs filed this month with the Postal Regulatory Commission (PRC). This final rule also includes DMM® revisions related to Move Update standards:

Reply Rides Free — provides an incentive for mailers to include more content in their automation First-Class Mail® letters such as including marketing messages in bill and statement mailings that include a reply card or reply envelope under specified conditions. Qualifying customers will receive a postage credit equal to the second ounce for eligible letters weighing over 1 ounce, up to and including 1.2 ounces.
The Saturation Mail/High Density Incentive Program — provides rebates for volume growth of 5 percent over an established volume threshold for frequent mailers of Saturation or High Density Standard Mail® letters and flats.

2011 Changes for Domestic Mailing Services — this final rule includes changes in terminology for some Standard Mail letter prices, discontinuation of the current exception that allows some rigid flats to claim flats prices, a change in the expression of decimal pounds for Package Services parcels, the list of Address Information System products and services, and the mailing standards in the DMM to implement the changes.

The effective date for both Federal Register notices is January 2, 2011, pending PRC approval. We will keep everyone posted through the DMM Advisory of future mailing standards changes.

Graph Expo News and Updates

We have been in Chicago for the 2010 Graph Expo. We've seen some new products from some of the manufacturers that we represent. Here's a little bit of what we saw:

Accufast ET Tabber running inline with 2 spools of 75,000 1.5" mailing tabs mounted onto the new Accufast LDM unwinders.

Secap had their new Connect+ Series Full Color Postage Meters. The touchscreen interface easily let's you program jobs, upload custom artwork/logos, package tracking and account management all right at your meter. It is a real simple meter that anyone in your office can use. Secap also had their new SA3000 (5K-LE replacement). This small tabletop address printer is perfect for a small user or business that is just starting out doing their own addressing. Since this printer uses the HP 45A style cartridge (which is available in many different ink formulations) even the small users will be able to print on coated/glossy stocks. Secap also had their new W360 Multi Side, Multi-Tabber primarily used for letter-sized booklet applications (this is the exact same model to the Rena T-650, with different feeders available).

We also got wind of a new ink formulation that will be available from HP which will replace the C8842A Versatile Black ink cartridge. This new ink formulation Versatile Black will work better with coated stocks allowing for even quicker drying times.

At the Neopost/Rena Systems booth, they had a Rena Mach 5 (AstroJet M1) full color page/envelope printer. At 1600 dpi the envelopes they were printing looked very good, better than any other high speed full color inkjet printer on the market right now. Look for a December launch date.

Duplo had their new DC-745 Slitter/Cutter/Creaser that can now run up to 10 slits, 20 cuts, and 15 creases all in a single pass at up to 50 sheets per minute! This new unit will be available in December.

We also got to see their small run DFS-3500 Bookletmaking System that can crease, fold, slit, stitch and trim for full-bleed bookets. Duplo also has a new line of digital duplicators that will be available soon!

Todaythe Federal Register publishedour proposed rule to change the timeframe for providing address correctionwithout charge for First-Class Mail®, Standard Mail®, and Bound Printed Matter(BPM) pieces that are eligible for Full-Service Intelligent Mail® prices.

Ourproposal states that address correction notices would be provided for theclasses of mail noted above, without charge, for no longer than 95 days afterthe first notice is made available. This is in alignment with the current MoveUpdate timeframe.

Customersare encouraged to respond on or before October 21, 2010.

WEBINARS – MIGRATING TO IMb: To date, mailers have deposited more than 50 billion mailpieces with Intelligent Mail® barcodes (IMb). If you haven’t already come onboard, we’d like to remind you that beginning in May 2011, to be eligible for automation discounts on your letter-size and flat-size mailpieces, you’ll need to start using the IMb in place of the POSTNET™ barcode. In May 2011, the POSTNET barcode will be ineligible for automation prices and the IMb must be used to claim automation prices with either the Full-Service option or the Basic option.

New Letter-Sized Booklet Designs - Effective April 5th, 2010

The USPS has released new letter-sized booklet designs in the Postal Bulletin that are effective April 5th, 2010. There have been no changes to the existing tabbing requirements. The main additions for letter-sized booklets are new tabbing requirements with mid-weight and heavy-weight simple spine booklets that use glue lines to seal booklets instead of tabs. Now there are tabbing requirements in addition to the glue lines, where the USPS also requires tabs on the lead edge of these booklets dependent of the weight of the booklet. (One 1.5" tab at the bottom for mid-weight and two 1.5" tabs for heavy-weight). More specifications with layouts for these new designs can be found by clicking the link below.

Folded Self-Mailers — Changing Standards

From the January 27th, 2010 DMM Advisory:

Working in collaboration with the mailing industry, the Postal Service™ conducted a three-year study of non-enveloped letter-style mailpieces processed on automated letter sorting equipment. The study included mailpieces designed to test specifications and also included examples of folded self-mailers produced by the mailing industry. A thorough analysis of the data collected during testing is currently under review.

Based on findings of the analysis, changes to the characteristics of folded self-mailers mailed at automation or machinable letter prices may be developed. We will publish any proposed new standards in the Federal Register and encourage mail owners, mail preparers, and other interested parties to provide feedback during the comment period that will follow.

After comments on the proposal are received and evaluated, a final rule will be published in the Federal Register and subsequently in the Postal Bulletin. An effective date that provides time for production planning will be included in the final rule. Until the final rule is published, the current folded self-mailer requirements apply as described in DMM 201.3.14. Stay tuned for further information on the self-mailer study and possible proposed requirements.

Today the Federal Register published our proposed rule, Streamlining Hard-copy Postage Statement Processing.

This proposed rule reflects changes in the processing of hard copy postage statements that accompany commercial and permit imprint mailings at Postal One!® facilities.

Mailers are encouraged to mail or hand-deliver written comments to the U.S. Postal Service® Headquarters in Washington DC no later than February 25, 2010. Mailers may also email their comments concerning the proposed rule, containing the name and address of the commenter to: MailingStandards@usps.gov, with a subject line of "Postage Statement Processing."

Letter-Sized Folded Self-Mailers Tabbing Regulations Update

Below you will find the latest information that we have on updates to new USPS tabbing regulations for letter-sized folded self-mailers. In summary, recommendations are forthcoming but no changes, if any, will be made for awhile (see the details below).

DEFINING FOLDED SELF-MAILERS
INDUSTRY FEEDBACK HELPS ENHANCE MAILING STANDARDS

In collaboration with the Mailers’ Technical Advisory Committee and several mailer associations, the Postal Service initiated a study of letter-sized folded self-mailers. Many mail owners, printers and preparers provided samples of mailpieces using current formats for testing, and some customers submitted samples with new innovative designs.

Testing has concluded, and now the analysis process is under way. Given the extent of the samples submitted, analysis will take a little time to reconcile.

While there is no definite timeline, the Postal Service plans to communicate an overview of the test findings by the end of this year. After informal comments and suggestions are received from study participants, the Postal Service will seek broader industry feedback as it develops new folded self-mailer standards.

The Federal Register process gives mailers the opportunity to comment on mailing standard revisions. Now, with the additional round of feedback built in up front, there will be two rounds of industry feedback. This collaborative process is likely to extend into calendar year 2010.

Be sure to look for additional information on the self-mailer study in the coming months.

New OMR and BCR Marks Generation Software for Intelligent Automated Inserting

Streamlining the Process for Postage Statements

From November 17th, 2009 DMM Advisory:

In an ongoing effort to streamline and improve the submission of postage statements, we encourage customers to save time and money by using an electronic postage statement every time they present a mailing.

Beginning in March, 2010, we request that mailings being presented at acceptance use the PostalOne! system to:

• submit electronic postage statements

• obtain receipts in lieu of the currently-used round stamp

• view their mailing activities

• retrieve processed postage statements

Acceptance at non-PostalOne! sites will continue to process hard-copy postage statements as they do today, completing the USPS section of the form and round-stamping the statement.

We’ll use the DMM Advisory to keep you informed.

USPS announces new method to determine $0.07 Move Update surcharge

The Move Update standard requires periodic matching of a mailer’s address records with customer-filed change-of-address (COA) orders. Its goal is to reduce the number of mailpieces in a mailing that require additional handling for forwarding or return.

Yesterday we filed notice with the Postal Regulatory Commission (PRC) to describe the new method our Business Mail Entry Units (BMEU) will use to determine whether or not to assess the $0.07 Move Update charge to First-Class Mail and Standard Mail pieces evaluated during acceptance.

Originally intended for a Standard Mail implementation date of May 2009, we deferred the effective date of the new standard until January 4, 2010. For consistency with the treatment of Standard mail, we also apply the same effective date to First-Class Mail. Both classes will be assessed the additional postage charge on pieces determined at acceptance to have an error rate above a 30% tolerance level.

Sample testing will be done for each mailing accepted at MERLIN locations, and the BMEUs will provide feedback to the mailer on the effectiveness of their Move Update process. The assessment applies only to those pieces in the mailing that are found to exceed the tolerance level, based on the sampling.

Example: if a mailing is found to have an error level of 50%, then 50% minus 30% (tolerance level) = 20% of the mailing that will is assessed $0.07 per piece.

Any mailing that has five or fewer update errors is not assessed the fee, regardless of the percentage that is not updated.

Many of you have expressed concerns regarding mailing costs for 2010. The tough economic climate has presented significant challenges to all of us and pessimistic speculation has suggested that postal prices could increase by as much as 10 percent.

As we begin a new fiscal year and as many of you, our business clients, are preparing your 2010 operating budgets, we want to end all speculation.

The Postal Service will not increase prices for market dominant products in calendar year 2010.

Simply stated, there will not be a price increase for market dominant products including First-Class Mail, Standard Mail, periodicals, single-piece Parcel Post. There will be no exigent price increase for these products.

This is the right decision at the right time for the right reason. Promoting the value of mail and encouraging its continued use is essential for jobs, the economy, and the future of both the Postal Service and the mailing industry.

While increasing prices might have generated revenue for the Postal Service in the short term, the long term effect could drive additional mail out of the system. We want mailers to continue to invest in mail to grow their business, communicate with valued customers, and maintain a strong presence in the marketplace. Changes in pricing for our competitive products—Priority Mail, Express Mail, Parcel Select, and most international products—are under consideration. We expect to announce a decision in November.

We are committed to working with customers to find ways to grow the mail through innovative incentives like the Summer Sale and contract pricing. Mail is the most effective means of communication and advertising and we will continue to work together to increase the value of the mail. Mail is a smart investment for the future.
